Police and Force Police Fukuoka is one of the area with most frequent crimes. Many displaced people, foreigners, metahumans and interference of megacorps make criminal increase beyond police ability. So, a special rule of time limit for police applied to Fukuoka and such cities. Police must give up investigation of a crime when provided period ends. (How long those periods depend on criminal types. For example, theft is 3 days.) Its purpose is to avoid to make heap of simple crimes while spending time for a complex crime. If someone want to continue investigation, there are some detectives and bounty hunters with license. (Such situations are never imagined by 20th century Japanease. ) In front of such situation, Fukuoka police does not have enough power to keep all area of city.

Bad environment made them as Kawara. You can find dilapidated huts vibrated by noise damage and ragged people with second finger up.

Dazaifu city (Force and Guh) Dazaifu Imperial Army base places here and one of the famous Guh of Kan-kou, Dazaifutenman Guh is here. Their relation betweeen Yakuza is delicate. In Fukuoka, there are three group of Yakuza. Tenjinkai and related yakuzas is most, and Yamauchi gumi and its related gumis are second and a few Yakuzas related to Watada Rengo from Chiba. Seoulpa Ring's hateful enemy is the third group. Many korean leaders are in gumis related to Yamauchi gumi and Tenjinkai. In this situaltion, most of rings want to keep peace.
