Some important diplomatic policies of JIS.
Confusion of Europe War brought many diplomatic lose to Russia at far east. (See Hokkaido Republics.) Russia is opposed to JIS with supporting some chinease military cliques. And Russia thinks Hokkaido Republics is invades Okhotsk and Kamchatka instead of JIS.
Diplomatic relation between JIS is ambiguous. Both goverment say they have friendly relationship. Truly, JIS support some military cliques what control economic valuables. (Market, resources and factories.)
From the Declaration of Japanease Imperial State, Korea is very critical to Japan. Korean public opinion has become so radical that who don't say Japan as evil runs the risk of life. But in the Korea, old North and South Korea problem remains and some of them break out. JIS presumes on the problems and make many connection to Korean Influentials. JIS affect Korea a little through the pipe but they think it's adequate relation between Korea and JIS. Because for the JIS policy, the position of Korea is the buffer state against China and Russia.
