The President of Hokkaido Republic is elected as in USA. But there are some differences. (Each constituency elects the candidate. The candidate who wins the most constituencies becomes the President.)

Constituencies have 4 types,such below.

Ainu(Traditional): Least numbers of people in 1 constituency. They refuse technology and live in the wilderness. They are strong anti-JIS.
Ainu(Urban): Least numbers in 1 constituency next to Ainu(Traditional). Their life is mixture of technologies and traditions. They know strong economical between JIS and Hokkaido Republic. Their anti-JIS trend is weaker than Ainu(Traditional).; #Ainu is the natives of Hokkaido.As natives in north America, their territories were invaded by Wajin(Japanease).
Wajin(old-timers): Posterity of immigrants in 19's century.The numbers of people in 1 constituency is 100 times greater than Ainu(Traditional). They are rather friendly to JIS.This constituency have big part of whole of the constituencies.
Wajin(new-commers): They were sent from JIS near the independence of JIS. The numbers of people in 1 constituency is 2 times of Wajin(old-timers).They are strong anti-JIS.; (Metahumans belong to one of 4.)

Force:

Army uses the bases and weapons of old JSDF's. The Navy has one task-force and many disguised cruisers.Armed fishing convoys take some part of the Navy's business.

Territory:

Hokkaido,Kunashiri and Habomai islands of the Northern Territory, Kurile Islands, Sakhalin.

Sakhalin was absorbed by supporting independence of Sakhalin Ainu. (Sakhalin War 2031-2040.)

Hokkaido republics has some connections with awakened nations along Okhotsk shore and on Siberia. So Hokkaido Republic has many secret fishing bases at Kamchatka and Okhotsk coast.

History:

2013

For request of Hokkaido prefecture office and Hokkaido Development Agency, JIS goverment made some restriction to non-Hokkaido inhabitant about in-out of Hokkaido. The reason was the strange endemic appeared in Hokkaido. This "disiese" was reported that it caused some non-Ainu Japanease only a slight fever, but caused some non-Ainu Japanease terrible weakness and death. Ainu peaple didn't fall the ill.

2014

Repoted that Hokkaido endemic was not epidemic such as VITAS. Many peaple began to move between Hokkaido and Honsyu island. Control of this movement was trusted to Hokkaido prefecture and also trusted much authority.

2017

The Great Ghost Dance in America.

The leaders of Ainu activists, governor of Hokkaido prefecture and JIS government made some peaceful-looking-like meetings. It's said they talked about magical power.

2018 Hokkaido became an area with strong right of self-goverment. After this year, it called as Hokkaido Republic. And governed by Ainu and Japanease leaders. But in-and-out of goods and humans were remained as before. Then poppulation movement was happend. Some people went out Hokkaido and some people went in Hokkaido to live there.

JIS goverment sent elves and dwarves to Hokkaido republic for "rest".

2019

Snow-Star Company founded. First diplomatic negotiation was made between Hokkaido Republic and Russia.

2021

In this confusion, AInu traditional groups and anti-Imperial citizen groups rose up with arms against Republic goverment. Because they hated interference of JIS.

They fought as a guerrilla war against Hokkaido Republic force that was supported by JIS force. (Donan War. 2021-2022)

2022

VITAS was rampant again.

Donan-War turned to standstill. The uprising group,Hokkaido Republic and JIS made negotiation and a treaty was concluded. As the result, Hokkaido Republic became a complete independence nation. Its official name is Ainu-Moshiri Republic.

(Ainu-Moshiri means "Land of Ainu" in Ainu language.)

2031

With slogan of support for national movements along Okhotsk Shore, the Hokkaido Republic put its force to Sakhalin and the others. (Karafuto-War. Karafuto means Sakhalin)

The Snow-Star Corporation.
When Hokkaido Republics was formed, its national policy merged some corporations of Hokkaido into the Snow-Star. Main business are food business with agliculture,fishery and stock farming.Snow-Star handles food products for JIS from cheap ones like soy-food and Ami-food(krill food) to expensive ones like natural vegetables and natural dairy.Snow-Star supports the economy of Hokkaido republic.

The most charastaristic of Snow-Star is the armed fishing fleets.The fleets work in the economic zone they assert and the biggest one has an aircraft carrier.They are the terror in Okhotsk and Aleutians because if a ship captured by them,the ship will be fined ridiculously much nuyens and be confiscated of all cargo. And they eliminates those they find what defiant to them without hesitation even if warships.

Snow-Star is not very active in international market. Because they know themselves they are small and weak except for food product and magical supplies. They would like to strengthen the tie between JIS and Snow-Star and concentrate to supply the food products.
But in the Hokkaido Republic,the Snow-Star monopolize almost all markets. They are more powerful than the goverment.
The stocks of Snow-Star are not for the public market. Snow-Star Ltd.
