Maoka was the central of west coast area in Karafuto, Because Maoka had become good harbor naturally, and Japanese had settled Maoka as the fishery basement since 1860s. Its older name was 'Mauka' in Ainu Language. Japanese had used it only sound. One of the first cities of Karafuto was Toyohara, Odomari and Maoka. But, because the urban area of Maoka situated very narrow space, Maoka could not became large city like Toyohara. In 1919, the paper mill was started to product. In 1925, Maoka had 2,875 households and 13,302 people. In 1928, the Railway between Maoka and Toyohara named 'Hoshin-Sen' was completed. Maoka was also the commercial center of West Coast area. But, because old Maoka city was serious damaged by the War in 1945, their buildings were almost destroyed at that time.
