At the beginning of the Japanese period,
Shisuka was only small center of Northern
Karafuto Area, because Japanese could
not
develop this Japanese frontier. But,
Japanese
paid more attention to the development
of
northern Karafuto area (Esutoru in
west coast
and Shisuka in east coast) from 1920s;
the
importance of Shisuka was bigger and
bigger.
It was why that these areas had still
remained
rich and wide forest and coalmines.
Therefore,
Shisuka called 'Forestry City'. In
1928,
Shisuka had 7,642 people. Because the
urban
area of Shisuka had wide plane at the
mouth
of the Naihoro River, people expected
the
bigger industrial city in the future.
In
1934, the paper mill was started to
product,
which was the first factory in Japan
produced
the artificial silk paper. The railroad
between
Shiritoru and Shisuka was opened in
August
1936. In November 1940, the 25th Regiment
of Japanese Imperial Army was moved
to Northern
Shisuka called 'Kami-Shisuka', Shisuka
also
became the center of defense in the
border
of Karafuto.
