2月11日 ZL2AOH Ralphより Dear Casey We do not have any FISTS Clubs yet down under . Sorry., but we are all independent members and we can't afford at this stage to pay for a club call (About $50.00). But I know that several of our members, (including me,) will be participating if the notice of the activity is promulgated well in advance. I can then put a notice in "FISTS Down Under". I am not aware of a FISTS Club, per se, in JA. But if you send a message to my friend Mack JE1CLH #9012 he will be able to tell you of the situation there. Hello Mack Ralph Sutton, ZL2AOH, suggested that I ask you if there are any FISTS clubs in Japan? I am planning a 2nd annual Coast to Coast FISTS Club event here and we want ALL FISTS clubs around the world to participate, if possible. FISTS Down Under Net
As ZL2CD-Bill-9004 has kindly offered to act as net master, We will get started with our first formal Down Under net on the first Monday in April, 2 April 2001 at 21:00 NZST, (09:00 UTC.) on a frequency of 7.038 MHz, and thereafter on the first Monday of each month. On other Mondays during each month at the same time, it will be an opportunity for members to make FISTS contacts knowing that it is likely there will be someone listening at that time.

FCC Begins WRC-2003 Preparations In preparation for the next World Radiocommunication Conference in 2003, the FCC's WRC-03 Advisory Committee met for the first time January 30 at FCC Headquarters in Washington. The FCC International Bureau's Planning and Negotiations Division has primary responsibility for guiding the FCC's WRC-03 efforts. A WRC-03 Web site has been set up at http://www.fcc.gov/wrc-03 along with a mailbox for the committee, wrc03@fcc.gov.
The Advisory Committee provides an opportunity for interests outside the federal government to develop and debate US draft proposals for possible adoption by the FCC, the National Telecommunications and Information administration and the US Department of State.
Amateur Radio-related issues on the WRC-03 agenda include the revision of Article S25 of the international Radio Regulations--the basic rules for the Amateur and Amateur-Satellite services. This includes the issue of whether to retain the treaty requirement to demonstrate Morse code proficiency for access to amateur bands below 30 MHz. WRC-03 is scheduled to begin June 9, 2003, and continue until July 4, 2003. A firm location has not yet been established, but the conference is expected to take place in Venezuela. Watch this space! I ’ve just finished reading “Independence Day” which was made into a block buster film, (or was it the other way round?) This part of the story attracted my attention. Invaders from outer space had disrupted world-wide communications. A group of Middle East airmen invited some British pilots to try to decipher some Morse code signals that they had heard.
’s this Morse code?” Reg asked. One of the Saudis handed over the headphones. Instead of the dots and dashes he ’d expected, he heard a voice that seemed to be making an urgent announcement. But there was too much static coming over the line. Reg signalled for quiet and the men in the tent complied. The broadcast was emanating from the war room at Area 51. By the time the signal reached Ar-Rub- Al-Khali, it had been relayed so many times Reg couldn’t make head or tail of it. “Wait, you will hear,” one of the Saudi Royal Air Force pilots told him. Sure enough, as soon as the inaudible voice finished the announcement, it was repeated in Morse code, loud and clear. It took a few minutes for Reg to get the whole thing down, then a few more for him to decipher his own writing.>I attended a meeting of the Wellington Amateur Radio Club where Bob Whelan G3PJT gave an interesting talk on the history of the Commonwealth (BERU) contest of which he is contest manager. This is the annual CW contest between stations in the Commonwealth. This is a contest that should interest our members. With its restricted participants you don ’t have to worry about the pileups from the big players in North America, Europe and Asia. It has often been won by Down Under stations.
