Dear Casey

We do not have any FISTS Clubs yet down under . Sorry., but we are all independent members and we can't afford at this stage to pay for a club call (About $50.00).  But I know that several of our members, (including me,) will be participating if the notice of the activity is promulgated well in advance.  I can then put a notice in "FISTS Down Under".

I am not aware of a FISTS Club, per se, in JA.  But if you send a message to my friend Mack JE1CLH #9012 he will be able to tell you of the situation there.

I scanned the membership list and found the following FISTS clubs listed in the UK:

G4TTF -#6741

GB2MC - #6063

GX0IPX - #1

GX3EE - #7101

MX0CCF - #6499

G3TD - #6400

I hope this helps.

Hi Ralph,

Below is a copy of a message I sent out to known NA FISTS clubs inviting
them to join in on this year's Coast-to-Coast FISTS Club event in April. I
was wondering if you knew of any NZ FISTS club(s) that may want to join in,
also? In fact, if you have any leads to other FISTS DX clubs, it would be
appreciated if you could pass those along to me. I've contacted Geo in the
UK, but haven't received a reply after several days.

Hi All,

If you are on the TO: list for this e-mail, it's cuz I somehow thought you
were the trustee or member of a FISTS club and *** I need your help ***.

We are trying to organize the second annual Coast-to-Coast FISTS Club event
for 2001. Before I get too far along in the planning, I need to hear from
you as to your inclination to participate. I know a lot of you were involved
last year and I'm counting on your help this time, too. A few of you are new
clubs that either I didn't know about last time or you are new.

************ So, here's what we need from you ASAP: *************

1. Please open the attached html file (either double-click it or save it and
point your browser to it). You can also see the file on the Web here:
http://www.foreign-interests.com/k7fff/clubs_list.htm

2. Check the information I have entered and send me any corrections for your
club. [and if anyone knows of a club I missed (such as the one in Japan,
whose info I haven't found yet ...) let me know].

3. Please indicate how likely you are to participate ASAP. We need at least
15 clubs to match the certificate levels we sponsored last year.

As far as the proposed rules, you can find those here:
http://www.foreign-interests.com/k7fff/FNW_C2C01.html

There are three significant proposed changes from last year:
1. The overall time will be expanded from 16 to 24 hours. Clubs are not
expected to be on all that time, remember this is NOT a contest, but this
will allow more flexibility for everyone and better use of all the bands.

2. There will be no logs required along with one's certificate application.

3. Robin Faulkner, N7GSU, will handle certificate requests directly (see the
web page above to find pictures of last year's certificates, they are truly
works of art).

If you have any suggestions regarding the proposed rules, please send them
to me. If we get enough crosstalk I'll set up a web group so we can all
participate in the discussion (probably a good idea in any case as we get
closer to the event).

I hope ALL of you can join the event this year!! Thanks so much for your
attention!!

Hello Mack

Ralph Sutton, ZL2AOH, suggested that I ask you if there are any FISTS clubs in Japan? I am planning a 2nd annual Coast to Coast FISTS Club event here and we want ALL FISTS clubs around the world to participate, if possible. Any help you can give in finding clubs is very much appreciated.

tnx es 73,

Casey, KS7J/K7FFF

replied that he had no earlier info on this QRM . If any of you have had
similar experience to me, it might help John in his investigations if you
dropped him an e-mail with what info you have.

| Dear John,
|
| Recently there has been sporadic interference on or about 14.05716 MHz.
 It
| is sometimes CW groups of 4 or 5 mixed alpha and numeric characters with
| transmissions lasting several hours.  At other times there is a continuous
| CW signal.  In each case the signal is S7-S9 and I suspect that it might
| originate from one of the embassies in town. The signal is present when I
| switch on at approx. 07:00Z and is there three hours later.  Tonight is
| typical with a strong solid CW note.
|
| These signals have a band width of approx. 14.05675 to 1405869 MHz.  This
| affects the FISTS and RSARS calling frequencies of 14.058 and  about
14.056 MHz
| respectively.  Conditions favour EU at that time of the evening  so the
| presence of the QRM is disappointing.

FCC Begins WRC-2003 Preparations

In preparation for the next World Radiocommunication Conference in 2003, the FCC's WRC-03 Advisory Committee met for the first time January 30 at FCC Headquarters in Washington. The FCC International Bureau's Planning and Negotiations Division has primary responsibility for guiding the FCC's WRC-03 efforts.

A WRC-03 Web site has been set up at http://www.fcc.gov/wrc-03 along with a mailbox for the committee, wrc03@fcc.gov.

The Advisory Committee provides an opportunity for interests outside the federal government to develop and debate US draft proposals for possible adoption by the FCC, the National Telecommunications and Information administration and the US Department of State.

Amateur Radio-related issues on the WRC-03 agenda include the revision of Article S25 of the international Radio Regulations--the

basic rules for the Amateur and Amateur-Satellite services. This includes the issue of whether to retain the treaty requirement to demonstrate Morse code proficiency for access to amateur bands below 30 MHz.

WRC-03 is scheduled to begin June 9, 2003, and continue until July 4, 2003. A firm location has not yet been established, but the

conference is expected to take place in Venezuela.

Editor's Activities

Ive just finished reading Independence Daywhich was made into a block buster film, (or was it the other way round?) This part of the story attracted my attention. Invaders from outer space had disrupted world-wide communications. A group of Middle East airmen invited some British pilots to try to decipher some Morse code signals that they had heard.

<So wheres this Morse code?Reg asked.

One of the Saudis handed over the headphones. Instead of the dots and dashes hed expected, he heard a voice that seemed to be making an urgent announcement. But there was too much static coming over the line. Reg signalled for quiet and the men in the tent complied. The broadcast was emanating from the war room at Area 51. By the time the signal reached Ar-Rub- Al-Khali, it had been relayed so many times Reg couldnt make head or tail of it.

Wait, you will hear, one of the Saudi Royal Air Force pilots told him. Sure enough, as soon as the inaudible voice finished the announcement, it was repeated in Morse code, loud and clear. It took a few minutes for Reg to get the whole thing down, then a few more for him to decipher his own writing.>

I attended a meeting of the Wellington Amateur Radio Club where Bob Whelan G3PJT gave an interesting talk on the history of the Commonwealth (BERU) contest of which he is contest manager. This is the annual CW contest between stations in the Commonwealth. This is a contest that should interest our members. With its restricted participants you dont have to worry about the pileups from the big players in North America, Europe and Asia. It has often been won by Down Under stations. Full details are included in the attached brochure.

Thats all folks.
